Has the Budget been postponed to push through a fuel duty rise unchallenged?

In just 2 weeks fuel duty will rise again, bringing the total tax paid at the pumps to 71 pence in every pound - despite Prime Minister Gordon Brown promising not to raise fuel duty.

Watch Brown pledge to freeze fuel duty. (1.40m - 2.02m)

Fuel duty is set to rise by roughly 2 pence per litre on April 1st meaning that 66 pence of the average litre of fuel goes directly to the Treasury.

Fuel tax goes into a central government tax pot. It's not necessarily allocated back out to motoring, so fuel tax can be spent on anything – the NHS, housing, pensions or even banking bailouts.

At the height of soaring pump prices Brown made a promise during Prime Minister's Questions on July 16th 2008 not to raise fuel duty for a year.

He stated: "In recognition of the problem people face with petrol, we are freezing duty on petrol for the full year."

Brown broke this promise in December 2008 when he added 2 pence per litre to fuel duty to offset the reduction of VAT to 15% - a move which angered UK hauliers who are able to claim fuel VAT back, but not fuel duty.

He is set to break the promise for a second time on April 1st when fuel duty on unleaded and diesel will rise 1.84 pence per litre. Including the additional 15% VAT on top this will make the rise at the pumps around 2 pence per litre.

The Treasury have said that the only time further changes to fuel duty can take place are at the next Budget – which has been postponed from March until April 22nd, after the duty rise comes in.

Do you think the Budget has been postponed to push through a duty rise unchallenged? Do you think it's fair that 71% of the cost of a litre of fuel goes directly to the Treasury? Should Brown be held to account for breaking his promise not to raise fuel duty? Leave a comment below and let us know your thoughts.

I didn't notice any benefit at all from the reduction in vat and I don't know anybody who did! But I will, as a pensioner whose family live some distance away, definitely notice any increase in fuel duty. Sometimes I think Gordon Brown can't see the wood for the trees! Is this his way of helping people on a low income?

New Labour means tax Tax TAX.
66p per litre duty and tax is utterly shamefull and points to a sick mind in the leadership of this sinking government.
i've just returned from Dubai, over there I can get £70 worth of Petrol for £10.
Which again points to Rip off taxes and rip off brittain.

Absolute disgrace in the current climate.

In these dire economic times, the last thing the country needs is an increase in fuel duty. They must realise that as it affects all road freight, agricultural vehicles and fishing vessels, it is the single most iflationary means of raising revenue they could have considered. Not that I feel there is much to choose between the parties, the electorate have already been reflecting their displeasure at a local level and if Labour continue to alienate voters in this manner I believe this will bring about a change of government.

Really comes as no great surprise. I should have listened to my parents, stuck in at school and I might have been an incompetant banker collecting £13,000 a week pension and this forecasted tax hike wouldn't really bother me

Hi,

At a time when the average person is feeling the squeeze, the goverment should be coming up with measures to put money back in the pockets. Clearly this is yet another example of the "prudence" policy this goverment is infamous for.

Maybe Darling and Brown are working on moving from recession to depression???????

Posted by Sri Raghavan, 18th March 2009 3:40pm

For businesses fuel duty has already increased through the rather sneaky VAT reduction. I can't claim as much VAT back on fuel now! It's a disgrace to increase fuel duty again. I have no option but to drive to work as there is no public transport. Where do I find the money from to pay this when nearly everything else is increasing EXCEPT what I get paid!

re 55
This peak oil topic has been exhausted before on this site.
Who knows when it will "peak" or if it has already. Some "experts" suggest it was in the seventies, others say now and some say in 50 or 100 years. Some even question the peak oil theory altogether.
As for the car share or use a bus or train. Ideal if someone goes your way. Ideal if you have a bus route in your area. Ideal if you have a train service at times to suit your working hours.
Sorry, but we do not live in an ideal world.

I cannot believe this goverment has the stupidity in creating another problem to the British economy...will they ever learn.

Posted by Gordon Mcilhone, 18th March 2009 3:41pm

Oh, another stealth tax eh...yet another one slipped in thinly covered by other policies in the hope noone notices.

Problem about no-one voting for them next time is, do we think whichever puppet replaces him will reverse the tax - nope.

Posted by Craig, 18th March 2009 3:42pm

Every chance they get. I know labour is historically a government of high taxation, but this really takes the p*ss. How much longer will we roll over and take this, I find the whole thing deplorable. This from the very people who have their fuel, heating and food subsidised or paid for by the very people who they are scre*ing.

Posted by Stephen Slight, 18th March 2009 3:42pm

It's a slap in the face for motorists.
An underhand gesture by a man who is not in control of events.
For too long the driving public have endured these rises stoically , but these are uncertain times , no more so than for the present PM , roll on the next election when we can remove this bunch of brigands and mealy mouthed , self serving , greedy , corrupt individuals.

Putting up fuel prices in a recession.....Doesn't really need a comment.

Posted by Dr A Dyson, 18th March 2009 3:43pm

Brown going back on a promise? Now there's a suprise. Another disgraceful move from a disgraceful PM and a disgraceful party. The VAT cut is now widely acknowledged as a complete waste of money - the 12.5 billion would've been better spent elsewhere - reducing fuel duty perhaps that would give money back to businesses across the country. Typical Brown and Labour - lies, deceit, broken promises. CALL AN ELECTION

Posted by Justin, 18th March 2009 3:43pm

Does anyone out there believe that the RPI went up by 0.9% in December? Apparently so and my company pension might increase by the same amount. What a con!

Posted by Melanie Mouncer, 18th March 2009 3:43pm

This government have no idea when i comes to the working class, they sit pretty with no threat to their jobs earning huge salaries.
An increase in fuel duty at this point is scandalous.

Once again Brown has lied. Nothing new there, then. This government say one thing, one minute and do another the next. I read that oil prices have gone down - so the oil companies will make even more money - why can't he take it from them. The people of this country are being ripped off by unfair taxes, yet again.

Posted by Jeanne Goldstone, 18th March 2009 3:44pm

Why is everone surprised. Politicains are liars and Brown as a 'leading' ploitician has be the leading liar, it's his job. The pertol companies do appear to trying to keep prices at reasonable levels, pity it's all for nothing as the goverment arn't even trying.
Good Luck with the Blog

Posted by James Hewitt, 18th March 2009 3:44pm

I'd just like to point out to those promoting increased taxes as a way of discouraging 'wasteful' driving that I don't know anyone who doesn't think twice these days about cost before taking the car anywhere. The point is that we're ALREADY paying among the highest taxes in the world on fuel. When are we going to see that great, gas-guzzling United States putting up tax on fuel?!? I'd like to see something happening there before we're asked to put our hands ever-deeper into our own pockets to 'solve' a fuel crisis that's not of our making. (And tax increases on income would be much fairer than increased fuel taxes, because income taxes are based on people's ability to pay. Fuel taxes are not!)

Posted by David Currer, 18th March 2009 3:44pm

How typical of this government. They claimed to be 'giving us' money in our pockets with the VAT cut, but then take a large chunk back by the back door.

At least Mr Turpin had the decency to wear a mask!!

Posted by Hugh Marcus, 18th March 2009 3:45pm

I'm shocked the government has the bare face cheek to put fuel duty up AGAIN. Gordon Brown is a liar pure and simple and it's time he went. People are struggling right now so lets put more tax on things people have to pay and can't afford. I understand we should all be greener and use less fuel but theres only so much you can cut back on. If Gordon Brown was doing ANY other job in England he would have been fired months ago with his track record which we can now add liar to.

Posted by Martin Leftley, 18th March 2009 3:45pm

Is anyone surprised by this? Really?

This Labour Government has lied, again and again throughout its time in office. They may give with one hand but they take away with several more, and i'm not just talking about petrol here.

I'm off down to Ladbrooks to stick £10 on the price of petrol hitting £1 before May 1st. With my winnings I might be able to put petrol in my car!

Posted by Mike Porter, 18th March 2009 3:47pm

While it may be ecologically sound to increase the price of petrol, public transport has not become correspondingly cheper or more efficient.

Modern society dictates that people need to travel for a variety of reasons. Increasing duty on petrol hits poorer people hardest.

Posted by Jenny Compton-bishop, 18th March 2009 3:47pm

Blatant lies, spin, backtracking and feathering their nests. Started with Blair and his cronies, remains with Brown and his juvenile cabinet who have no idea about sensible budgeting. All we can do is wait until the next election to kick them out and hope the next lot are a bit more professional (and honest).

Posted by Victor Golder, 18th March 2009 3:48pm

My circumstances mean that I prefer (if I have a choice) a rise in fuel duty to the previously signalled huge rise in Road Tax for larger petrol cars. The money has to come from somewhere and, as no government wants to tax the rich as they should be taxed, this is it!

Posted by Susan Platter, 18th March 2009 3:50pm

It seems to me that the PM wriggles and twists on every issue. It seems we never get the whole truth on anything until much later in the (very) small print. How can they possibly justify 2p increase now. I am incensed.

Posted by Jane Head, 18th March 2009 3:50pm

Diesel >10% more expensive than petrol is just plain theft.
A 'fuel duty' cut is required, not a rise.
Just more tax money down the drain to bail out banks that were just too greedy.

Posted by D C , 18th March 2009 3:51pm

When can we expect this to hit the real media? Why can we not combine and just BLOCK all the major Motorway intersections, like the hauliers did?

Isn't it time that Brown gives us something REAL that helps to fight the recession rather then buckets full of empty promises?

Thanks dictator Brown.

Posted by Jan Hendrik, 18th March 2009 3:51pm

The government believed a 2.5% reduction in VAT would help stimulate the economy! Is adding a broadly similar amount to the cost of fuel an admission that yet another government policy was frail?

Posted by David E Thomas, 18th March 2009 3:51pm

Yet again, this evil, invidious bunch of robbing, lying, treacherous criminals are attempting to steal more of our hard earned ( rapidly disapearing ) money,
Totally imcompetent to an unbelievable degree, this is the total extent of their business attributes, with no bloody idea of how to run a business, country and probably the proverbial p**s up in a brewery, just rob some more money from the few hardworking taxpayers left, to squander on their pet " Welfare State, Human Rights excrement ",

Posted by Ken Pitman, 18th March 2009 3:51pm

Im not at all surprised at this price hike! TAX TAX TAX!

Posted by Chris Gill, 18th March 2009 3:51pm

Oh dear, not again. To do grocery shopping is bad enough at the present time. Prices are creeping up without the general shopper even noticing. We just think we must have bought more shopping this week!! And then to get to work is once again going to become a nightmare with the rise of fuel. I just wish the salaries would rise in conjunction but sadly they do not. So the poor get poorer and rich get richer!!

Posted by Pam Brooker, 18th March 2009 3:52pm

The sad thing is that we are managed by untruthful idiots. Gordon and Alastair are regularly stating that many billions of our money will be put into every problem the Gordon himself has created. People like me have been saying for some time, "where is all this money coming from?" Of course we all know -US!!!! The sooner this band of imcompetents are got rid of the better!!!

Posted by Fred Aldwinckle, 18th March 2009 3:53pm

I don't use my car to have jaunts out as I can't afford it.I don't use it for short trips into the local village, I walk. I DO need it to be able to get to work, shop where it's less expensive, ferry family around who don't have their own transport to help them and for 12 weeks out of 52 I use it to get to my hobby - which stops me from going mad at home!! Being a middle income earner, I feel that every time I take a step forwards on the financial path, following the advice of experts to cut back on costs, home baking, recycling: I still end up with the sh***y end of the stick, paying thorugh the nose to keep those less fortunate, or as seems to be the case these days those much more fortunate in the lifestyle they desire. When will this Government value the majority who slog away to keep the wolf from the door and struggle to survive! I guess now the hobby will have to go and then who knows.....!

Posted by Debbie Bowman, 18th March 2009 3:53pm

The problem is that the Government have spent so many of our billions in bailing out our beloved banks and honouring pension agreements that you and I can see should never have been made that sooner or later they have to start screw, erm sorry I mean "recouping" some extra taxes to pay for the fatcat bonuses and pensions and this is, as usual, an easy option for them. But then what do they care, they're going to lose the next election anyway and then it will be somebody else's problem.

Posted by Jamie Crampton, 18th March 2009 3:53pm

To the Government-
Do you want to save automotive and allied jobs?
Do you want the economy to recover?
Do you really want to fuel inflation?
Do you want UK Ltd to be competitive with the rest of the world?
Do you want to win the next election?
Then stop persecuting motorists and truckers.

Along with the letter telling me of a Council Tax increase that came today, and the Rent increase letter from last week, Gordon Brown agains piles on the misery that almost everyone n the country is feeling right now with another increase on petrol.

Once again our gorvernment ceases to amaze me. I cant think of anything better that will help us out of the recesssion than taking away more money from the public. Genius. The people who should be paying are the bankers with their million pound bonuses, they are the ones who got us in the mess THEY should pay for it not us. Fuel had dropped a bit but over the last few months it has crept back up slowly. With this 2p increase plus the VAT going back up soon [prob upto 19%] to cover all the bailouts the price of fuel is madness.
Lets no forget though that companies like BP are still making record breaking profits every year so i still hold them partially responsible and same goes for the energy companies also.

I wish this country had more of a spine and said no we are not going to put up with this. I refuse to use certain fuel companies. I hate to say it but i think a fuel strike like back in 2000 is the only way the PM will listen. Clarkson was right he is just a one eyed idiot [finance wizz kid my a**]. Same with the bankers.

Hello,

I work within the fuel card industry (cue hauliers groan) so I have an inside look on the fuel market every day. Don't worry, I'm not plugging but we are currently offering around 6 pence per litre LESS that what pump prices are offering at the moment. Every haulier or fuel card using business knows that discounts like that against the pumps are usually unheard of (Usually 3 pence MAX.). Now what does this tell us?

Well, in the past 4-5 weeks the oil market has come down quite smoothly, but have the pumps moved in price over that period, the answer is no. When the duty comes on in 2 weeks it is highly unlikely that the pumps will move unless the market balloons before that time meaning the garages themselves having been mugging us for 4-5 weeks already so that they look good when the duty goes on but unless you looked at the fuel market you wouldn't have known! My friends, you are already paying the duty unless you are a fuel consuming business. So really, the leisure consumer is unlikely to be affected. No worries there.

On the other hand SMOOTH MOVE GORDON BROWN, you dribble on all day about how we need to help the banks etc to pay back YOUR mistakes. They're not going to get jack diddly squat if you screw the industry that is part of the backbone of the country. First you take their VAT and then you take more duty? Why target people that keep the food at your table at number 10 or the paper you write on at your desk, not in a warehouse or half way across Europe. Target the people that ACTUALLY steal the taxes, doll runners, prisoners, 'asylum' seekers. Because to be honest those people seem to be treated like royalty compared to Mr.I'm trying to run a business over here. I speak to Hauliers, Couriers and other small business' every day and every day I hear 'hard times', 'work slow' and 'having to sell up'. I feel so sorry for these people. We lose business as a result too, so it's having a knock on effect for people even selling the stuff! Plus the foreign competition is hammering the industry too. YOU SHOULD BE HELPING THEM!!

You seem to think that killing the industry is a way to put the 'Great' back in to Great Britain.

Clearly sir, you are wrong. I just said what everyone knows in one sentence and I'm only 23 years old.

Get the cloth out of your ears and make me proud to be English not desperate to emigrate.

LISTEN TO THE PEOPLE THAT MATTER, THE PEOPLE THAT PUT YOU WHERE YOU ARE, THE PEOPLE THAT PUT FAITH IN YOU. THE TRUE LEADERS OF THE COUNTRY. US.

Posted by James Beaumont, 18th March 2009 3:55pm

More duty means more revenue for The Treasury which means more money for Gordon to use to buy votes in a vain attempt to get re-elected. When will he get the message that the country has had enough of him and his self-serving policy initiatives? Apologise and go earn an honest wage doing after-dinner speaking to the financiers you bailed out Gordon.

Posted by Nick Coleman, 18th March 2009 3:55pm

I think that the PM is double dealing the public with this price hike at this time. With this recession it must be hurting industry as well. I am disabled and rely on my car for getting about and I have to be careful about how much I can afford to put in my tank. Why should anybody have to worry about prices in this day and age!

Posted by David Tew, 18th March 2009 3:55pm

Another (stealth) tax increase in the middle of a terrible recession. Well done Gordon Brown, scre us for more and depress the country and the tax payers further!

Posted by John Betty, 18th March 2009 3:55pm

Dopoliticians realise that every time fuel duty goes up so does everything else? The cost of moving food and other goods increases so we have to pay for that on top of everything else. Are we in recession? Isn't the government supposed to help us keep costs down?
71% of the cost is TOO big a proportion of the cost to give to a government which is so profligate with OUR money!

Posted by Josie Thomson, 18th March 2009 3:56pm

Totally disgraceful proportion to the government!!! Why should we Brits be made to pay for the sins of the world???
I have had zero benefit from our own oil, thanks to our governments!

Posted by John Jenkins, 18th March 2009 3:56pm

Crude oil price is significantly down. Pound is a bit up on the dollar. So how come fuel at the pumps has gone up?
Our Government is inept. Our regulators are only in their jobs for what they can get out of them in the way of fat salaries. We are being fleeced, as usual, by a seemingly corrupt institutional government who have failed miserably in achieving any success whatsoever for the British public.

Posted by Neil Dulley, 18th March 2009 3:56pm

As usual the motorist is being forced to bend over.
If we sall stopped owning cars, where would the government get its money from? Window tax?
Sadly, what other realist choice do we have for our daily commute other than driving a car?
This government has shown again its contempt for this country's citizens and shown that it cannot be trusted.

Posted by Mike Anning, 18th March 2009 3:56pm

It's another stealth tax and another broken promise - or was it orginally a lie? Another way to make up for the deficit in the public purse created by poor budgeting and management. Is this just the first in a series of price hikes which will bring fuel costs back to where the Government tried to put them last time? They'll do it despite public protest - as they do with everything. You see, the public has a short memory and Governments rely on that.

Posted by Mo Williams, 18th March 2009 3:56pm

I am not surprised at all, and why should any of us be. After all the global economy must be our fault as no one else will accept any of the blame, but we will be fleeced once again to pay for those that steal from us. Does anyone in the government, or even in opposition think about us any more, or is it all down to how much they can make while pretending to represent us?

Posted by Stuart Nicol, 18th March 2009 3:57pm

The Prime minister states he is "listening" to the Electorate. How can this be when his hearing aid battery is permanately flat just like his promises!

Posted by Charles Holloway, 18th March 2009 3:57pm

Do we believe anything this goverment/politicians ever say? If they said it was raining outside I would still go and look. This is a typical hit on those who can't fight back. The sooner they are out the better!!!!!

Posted by Richard Jenkinson, 18th March 2009 3:57pm

It is so gratifying to see that Mr Brown is doing all he can to help the ailing car industry, and other industries for that matter. Safe in his hands?

Posted by Sue Hughes, 18th March 2009 3:57pm

What a sneaky underhand trick - we are not going to be able to afford to keep this government in power.

Posted by Anne Wilmot, 18th March 2009 3:59pm

It's outrageous - fuel tax going up again! I know we do not 'ring fence' our taxes but how can Brown continue to increase fuel tax and penalise motorists and we have nothing to show for it. Our roads are in such a disgraceful state. There are potholes everywhere - not only on minor roads - I really don't know when something will be done about this - it's no good just patching them!

Posted by Julie Anne Barrie, 18th March 2009 3:59pm

I just hope that Gordon Brown has enjoyed his time as Prime Minister because he won't be occupying No10 for much longer. This is typical of a government which has also changed it's mind on the subject of allowing the public full visibility of minister's expenses. So somebody has to pay for these ministerial perks. So why not that good old "cash cow", the motorist

Posted by Ian Finlay, 18th March 2009 4:00pm

unleaded will soon be above a £1 / litre again
when will they learn, fuel is like beer - doesn't matter how much they increase the cost, the public will still buy it
need to focus on improved efficiency+productivty within govt depts instead of constantly increasing indirect taxes

Posted by Helen Gabriele, 18th March 2009 4:00pm

Why is anyone surprised? All Brown/Blair etc have ever done is lie through their teeth to the gullible electors, try to tax the air we breathe, as well as bins, cars, fuel, biscuits and everything else, then expect applause for dropping 2.5% off VAT...!
Hmmmm, when will those daft northeners see that the Blair/Brown combo are ruining our country - and in fact have already done so, as we have allowed sooo many people in, it is no longer recognizably England.
So yes I am sure that they will be using this extra money to line their own pockets and hiding behind their new secrecy laws which are only for them.
We now live in a Russian state in all but name.

Yet MORE fuel tax! What cruelty!
How will it help ANYone in these troubled economic times?
Apart, of course, to raise revenue for the Government and so help bale them out of Brown's mismanagement when he was Chancellor!

I'm sure the banks need our money more than we do!

Posted by Colin Short, 18th March 2009 4:01pm

I really really despair, when will it ever stop.Brown says he wants to 'help' people in this country through these incredibly difficult times and this is what happens and it's not just fuel prices.Vote them out and maybe, just maybe things may get better but I wouldn't hold your breath.I love dear old Britain but we are being squeezed to the hilt. There are more cameras in this country apparently than any country in the world, freedom is being eroded away in many ways,I could go on and on but I won't.

Posted by Trevor Parr, 18th March 2009 4:01pm

This is terrible, and to think the Labour government were voted into power. They should do what is right for the British Public, not rob us blind and then make small time changes to VAT that nobody passes on.

Its all take take take.

Petrol & Diesel should be made cheap, then more people will have more money to spend on other stuff.

Posted by Andrew Palmer, 18th March 2009 4:02pm

In light of the government bail out of the mainstream banking system it still doesnt justify them taking more money off the average family via increace in tax on fuel to help pay for the bail out, you need to rethink this latest course of action Mr Brown & co

It's time to punish Labour for what they are doing to us in so many different ways.

I propose "black-balling" all Labour MP's and voluntarily banning them from using our businesses where possible.

If a Labour MP enters your establishment or attempts to contract your services, tell them that they are "persona non-grata", explaining why and refuse to deal with them. Blacklist them.

If they choose to ignore us and serve their own interests, let's ignore them and cut them out of society. Our lives are being made ever more uncomfortable, let them see how they like it.

If enough of this with the power to enforce this unite to punish them then we may see a reversal to the erosion of our democratic voice and our freedoms.

How about it? Anyone have an idea on the legal aspects of such a "denial of service"?

Posted by Carl Garrod, 18th March 2009 4:04pm

As a pensioner who is reliant on savings income which has been depleted by this Government I am very disappointed once again to find more taxes are being raised.
This Governments seems to only want to help those who have crippled themselves with debt.
What about everyone else who are also struggling.
This extra tax is not necessary at all.

Posted by Clive Davy, 18th March 2009 4:05pm

Being disabled and on a very limited budget, every time the cost of fuel increases, for whatever reason, I get less fuel for the money I have available and therefore become more housebound.

To visit my son or my elderly mother using public transport would take forever and I'm sure put an unwanted stain on my health. Also has an MP ever tried to get on a bus with a weeks shopping ?, I think not.
Shame on the government.
