Do you think the government should cut fuel tax instead of making motorists foot the bill for the credit crisis?


A permanent 2p duty increase in fuel tax has been introduced in the pre-budget report, which despite being presented as revenue neutral, will mean that fuel prices will rise over the next year and beyond.

The move to increase fuel duty by 2p has been introduced to offset the rate cut in VAT from 17.5% to 15%. However, although the VAT holiday will last 13 months, the 2p duty rise is permanent.

When VAT returns to 17.5% motorists will still be paying the higher rate fuel tax of 52.35p per litre and the higher rate VAT, making tax 74% of the total cost of a litre of fuel, and instantly boosting the cost of fuel by 2p a litre.

If the Chancellor had instead announced scrapping duty and VAT, a litre of petrol would cost just 25p.

The changes are designed to be neutral, but calculations by PetrolPrices.com show that there will be a slight increase at the pumps of 0.4p a litre, or 20p per average 50 litre tank of unleaded when the changes come into effect on December 1st. The fact that fuel prices will increase at all is contrary to the message from the Chancellor that the changes will be revenue neutral.

Motorists and businesses will effectively be bearing the brunt of the costs involved with implementing changes to help the UK as it heads into a recession.

Fuel is taxed twice – a fixed duty and percentage VAT. The changes mean that the fuel duty will be 52.35p per litre and VAT will be 15% from the 1st December.

This is disappointing and very annoying. It is also typical - want some more money into the tax mans pocket - easy screw the motorist.
Doesn't the man have the common sense to realise it is the price of fuel that precipitated this recession, and he is trying to stop it! It is like giving a high sugar diet to try too cure a diabetic

As usual, the duplicity of the government comes blatantly to the fore. They think the people of this nation are so thick that we can't see through empty promises. This nation has been consistently brought to it's knees whilst money has been redirected to other policies and foreigners aids for political favours. It's well beyond time that the people of this nation cried out against discrimination in favour of others. How folk have been hoodwinked into accepting the situation this long is beyond me. We have a voice we must use it. It no longer has anything to do with one party or another, we must rise up as one voice, it's gone on long enough.

We are told that the current financial crisis is of our owm making because we live in debt yet we are inculcated to do so. Our so called government seem to think they can encorage us to spend and then castigate us for doing so. The motorist, the smoker and the drinker get penalised at every available oppoortunity but it is the cost of fuel that hits everyone time after time after time. Is this government so naive that it really believes the public (the people who voted for them and pay their salaries) can't through thier mendacioius approaches? Do they think we are so simple that we'll just keep on accepting the same old tosh? The term morally bankrupt springs to mind. Stop telling us how well off we are and then taking another slice of what we have. At least Turpin wore a mask when he robbed people!

I think that George Osborne got it right when he said that the Labour Governments have a history of messing up the economy through poor fiscal policy. I am old enough to remember the Winter of Discontent and the result of Labour's bungling.

For Alistair Darling to even consider adding tax to petrol shows how out of touch both he and his government are with the feelings of the British public.

Come an election and David Cameron will sweep the board, if only because it is time that Labour returned to the back benches and gave the Tories their time in the public eye. Let's not forget that when we went to the Polls back in 2004, we weren't banking on a leader called Gordon Brown.

The price of oil is halved and all that the goverment sees is a chance to make more money and the excuse is the 2p (permanent) increase to offset a (13 month) 2p reduction in another tax!!
Why do we allow ourselves to be continually suprised by anything that any government does, when we all know that we are all only working to fund their livestyles and pay for their mistakes and shortsighteness.

HI. firstly can someone explain to me how 2.5% vat cut is going to help buisneses get back on track, there was me thinking that i could be saving a few quid every week on diesel, but it seems that i will be paying more, and as for te bloke who reckons that we will be more than conpensated by what we save on shopping etc, i dont spend £1000 a week on shopping, i do on diesel, so how does this vat job help then......................anyone explain to me please?

The thing that I object to is that the VAT is not on the fuel, but on the fuel plus the tax! This means that the increase also has VAT on it! There is something inherently wrong with charging tax on the amount of tax we pay.

That aside, borrowing money to stimulate the economy and make us more money so that we can pay back easily sounds like a good idea in principle, but the way that it has been done isn't going to work, it simply doesn't make economic sense. So in fact, what is happening is that the money is borrowed, but because it isn't going to specific projects it will just vanish into the noise, and we will still be poor, but with a bigger debt to pay - How long is it before we can vote the Conservatives in and hopefully halt this madness?

A desperate measure by a desperate government ? In reality, these cuts will do nothing to help.

People are not so naive to think that 2.5 P in the pound will help high street spending - even with the cut, people can not spend what they do not have in the first place.

The cust is also effectively on luxury goods, it will not affect household fuel which is at a different rate, nor food which is generally VAT exempt.

Bear in mind that the VAT reduction is temporary (only for 13 months) wherea the fuel duty increase is permanent. Also for businesses who are VAT registered (practically all of them) the duty increase will not be offset by the VAT reduction (because they claim the VAT back) so their transport bill will increase and that increase will have to be passed on in increased prices. Also remember that much of your shopping (bread, fruit, vegetables, newspapers etc) is VAT zero rated and so will not be affected by the VAT reduction. I suspect that many traders will not pass on the VAT reduction to their customers anyway. In short, we're screwed yet again.

We already pay through the nose for fuel of any type, it is to be expected that the motorist will subsidise any so called tax breaks. Motorists are such a large group and as such they are an easy target, our reliance on the motor car is essential for 90% of us we have to pay the duty there is no choice. Taxes are certain and if this incentive was meant to spend us out of recession well i don't think so a 2.5% reduction in everthing is going to be offset by the higher fuel prices. Thanks Mr darling you carry on claiming all your additional expenses while we all suffer. Merry Christmas.

Gordon Brown and Alistair Darling should both be ashamed of themselves. Fuel prices should be coming down with cost of oil dropping.What is needed is another blockade and a proper one that will last, I also believe the last one could have brought this government down if we had stuck at it for another couple of days. Again it is to help the rich get richer and the poor get poorer I think this government don't actually want to win the next election .Labour have long since lost my vote John Smith the ex leader of the labour would be turning in his grave if he could see what Gordon & Alistair was doing to the UK tax payer sorry to say but this country has had it. As usual, it's always ok to increase taxes for motorists as people will always prefer the convenience of using their cars rather than stand in the cold and rain for the possibility that an overcrowded bus will turn up.

The government will try to get away with increases of fuel tax to whatever amount they think they will get away with. There is no governing body that says how much the government can put up the fuel tax. No matter how much you complaint they still put up the fuel tax. So I wonder what point is there to complaint about it ??

As a class 1 lorry driver this really shocks me that he has the front to increase petrol/diesel again. This is a stelth tax. No matter what the green's say and no matter how much you put onto the trains which couldn't cope with it before and won't be able to now due to lack of care on the rail network. YOUR DAILY LOAF STILL HAS TO GET TO THE SHOPS. The more Brown puts on the fuel, the more it'll cost the haulage companies, so the more they have to charge to move the load and HEYHO you and I end up paying more!!!! Has the man no brain ... why not slash fuel tax or even remove it and the biggest over head in the country has then been removed, everything will drop in price naturally, people can afford to spend and the wheels start to roll. Blimmey and I'm not even into politics!!!

It is all very well trying to get the travelling public to use public transport but until the transport system can cope with the increased demand it is a waste of time.

I am a wheelchair user and like many disabled people I cannot use buses as they are not all fully accessible so I am forced to use my car. At least I am fortunate enough to have a car as many disabled people have to use their limited funds to pay for taxis!!

I am surprised that someone like the CBI hasn't come out with the point that for ALL businesses (vat registered) the VAT was reclaimable but the duty ISN'T - this means that fuel costs for these have GONE UP by this amount.

Aside from the fact that the road user is, and always has been, a soft target for the Chancellor, why is the diesel user now singled out for penal attention?

A year ago there was a small differential in the price of Petrol and Diesel. Now, the gap is as much as 16p per litre. Will the Chancelleor address this and a: explain the massive differential that now exists and b: offer redress to those who have chosen to buy more economical and often greener vehicles?

The fact that the whole mess probably started when Gordy robbed the pension funds seems to have escaped everyone's notice. Whilst annoying, robbing the motorist is par for the course for all governnments. Personally, I am giving up my vehicle in the new year and using public transport with my bus pass. Wonder how long it will be before they work out a way to tax that!!

i agree that this government and come to think of it any other government that gets in is a bunch of idiots they are all tax mad road tax V.A.T. income tax tax tax tax maybe they should cut tax or better still abolish it altogether and compensate that by NOT giving money to immigrants that come here to sponge off us and sending millions of pounds abroad to african countries just when they say they need it those countries were under british rule many years ago and told us they wanted their independance well go on take you independance but dont tell us when your subjects are starving or have had a disaster happen take your independance and let us look after our own like our elderly that fought hard in the war for our independance lets give them some cash i wouldnt mind giving tax for those people at all

Once again Labour has taken on Middle Britain to pay for its mistakes of the past. To increase fuel prices means further price increases for everything delivered by road as well as making travelling to the shops for many of us more expensive.
Like me, many people live in areas where public transport is either not available or very difficult and so being a motorist is imperative. Rural dwellers are once again being overlooked.

Basically everybody, apart from those with rose coloured spectacles agree that this is another government rip off.

Blogs are a great place to vent your irritation but they dont achieve anything in real terms and all governments know this, so they sit and read comfortable in the fact that they will "get away with it" as soon this hot potato will be replaced by another one for everybody to get hot under the collar with and have another rant (winge).

The only thing that they understand is action, something that we the British used to be very good at but nowdays seem to sit back in front of our computer screens and just blog about.

Somebody said in theirs that if this were France they would show exactly how they feel about this, its a little sad that we have to look to the French for inspiration on how to deal with rip off merchants.

Perhaps Petrolprices.com can start the ball rolling and organise a real show to the government of exactly what the people think of this, the latest in a long line of rip offs.

I am not sure what people were expecting.

We have had years of fiscal incompetence with a "prudent" chancellor, now unelected prime minister, constantly forcasting higher economic growth than is achieved and then borrowing on the strength of their own forcast. So what is new!

I for one am not surprised and although I have always considered myself an optomist I believe the current economic climate will cost us dearly for the next 10 -15 years, not the seven to eight years Brown/Darling are predicting.

I have always thought that we should not be paying vehicle tax, as this unfair on those that make an effort to drive less to safe money (and be green). If the government is going to put up tax on fuel then this is an opportunity to remove a tax which is much more costly to administer -

He needn't have bother piddling about with VAT, just drop fuel tax to a fair and just amount that would benefit individuals, businesses and the feel slightly better factor alike. Increasing tax effectively on fuel again..... as I say he's not with the programme. Get rid!

These tax cuts are supposed to stave off unemployment and to help small businesses. Increasing fuel duty hits small businesses transportation costs and in the end consumers pay increased prices for products and services. I suppose it might ensure that the economy does not suffer from deflation; i.e inflation remains above zero!

Can someone explain to me why - as I saw on the news last night - fuel is listed with alcohol and tobacco as though it were a luxury item that you could give up???

I have to drive a minimum of 40 miles a day so fuel, as for so many people, is an absolute necessity. Considering how this country would grind to a halt without it, it shouldn't even attract VAT.

Wouldn't you just know that this is the step they will take to increase tax on m otorists, just the great excuse they were looking for to increase it. Now they have cut VAT, but the delivery lorries still have to get to the shops to stock them out, and delivery charhes will be the same so the price will stay the same and the shopkeepers can up their prices to get further profits. WELL DONE LABOUR, ANOTHER STEP IN THE WRONG DIRECTION.

As the owner of a diesel powered car I am disgusted that the reduction in oil prices are not being passed at the pumps. Before the recent engineered (City speculators) oil price rises diesel was 5p/litre more than unleaded, at the moment it is 17p/litre more when oil price is at a 3 year low and still falling. Diesel car owners already pay a premium for the engine technology so why are they now being ripped of at the pumps. When I purchased my 1st diesel powered car the price at the pumps was 5p/litre lower than unleaded and were told that diesel was a by product from the manufacture of petrol. I cannot believe that while fuel prices are at these ridiculous levels and remembering the fuel protests from the road transport lobby that the government has not done a "secret deal" with them. Remember one thing Gordon, these things have a habit of being found out .

as a driving instructor i use a lot of fuel, increases come out of my profit. What with other costs M.O.T etc and work not there like it used to be ,Im now earning less than minimum wage most weeks. Once again we see a Government bankrupt of ideas as well as money using unimaginative ways of raising revenue. In a way, I feel sorry for Alistair Darling because he has inherited the pay back for 10 years of Gordon Brown's irresponsibility and hoodwinking the British public and his imprudence of selling our Gold reserve at the bottom of the market.

There are people and businesses who have made major contributions to the current appauling situation, but Darling and Brown will not tackle them. It is far too easy to go for the motorist. The worst part is that they still pretend to be socialists.

What I cannot understand.is: If oil prices are now at there lowest for 20 months why is diesel still over a pound?
Petrol companies have said it is because the fuel in the tanks were purchased at the higher rate, that does not apply when the oil value goes the other way!!!
So not only are being up by the government but by the oil companies as well!

What a surprise bleed the motorist and transport industry. Whilst we are on the subject whats going on with the price of diesel? I can remember when there was only a couple of pence difference between diesel and unleaded, in some areas is 10p more expensive!!!!!!!!!

The credit crunch and recession is just another excuse to punish the motorist. It seems patently obvious that raising the tax on fuel is going to further damage the economy in the long run.

Most of us do not have a good public transport service we can use to get to work, so our cars are our only method of transport. I have to drive 60 miles each way to and from work and a lot of my salary is spent just getting to and from work so I don't have any spare cash to spend in other shops.

I swapped my car from petrol to diesel several years ago, but now diesel is more expensive than petrol.

This government will leave this country FUBAR for decades to come.

The motorist in particular, and the consumer in general are ALWAYS an easy target for any greedy inept chancellor. The way the general living pattern has developed, makes it impossible to not travel, and we all need th basics to stay alive. Gordon Brownand now his puppet have always relied on us needing to travel and transport goods, and until we can find a way to disrupt his thinking, it seems will always rob us this way. I also feel that to remove the VAT from all fuels would have benefitted more people and especially the lower income such as we pensioners, but the showman still wanted to have his day. In my opinion he has just had it, and as one newspaper headline says " goodbye new labour".

I have read most of the comments posted and strongly agree with most of the comments, especially about this current government constantly ripping us off. I don't usually feel this complelled to put the proverbial pen to paper, but here goes!
Regarding the comments as posted in number 39. Dude get a grip!

Right, I run my own small electrical contracting company. How do you propose I get a Transit van full of tools and equipment on the bus? Or should I just tell my client that I'm gonna walk the 15 miles to their house ten times over to transport the gear, as I can't afford the deisel? Let alone, as you out it, not even making the journey at all Hello - the real world is calling you back to reality!
Why is it that everytime us motorists get even more ripped off we get tw@ts telling us that we should depend less on personal transport. Hybrids are more costly to the environment than conventional cars, a point that carrot crunchers seem to forget. The day of us having our own farms, or even big gardens, to grow our own stuff has long since passed, how do you think your grosseries are taken and put on the shelves? Do you think Tesco's will start getting it's staff to walk or transport stuff by public transport?
None of us really want to use our cars or vans, but what is the alternative? One thing for sure, putting yet more tax on fuel will not stop us using the car. It just puts up the price of everything for everyone. I wouldn't mind the increase, but we already pay a huge amount more on our fuel than the rest of Europe.
The whole road tax thing really gets me annoyed also. Has everyone forgotten - those that can afford bigger engined cars immediately pay more tax anyways - by putting more fuel in the tank. So, once again, the Government tax us twice over and some. By my own choice I have a large family, and so need a bigger car. The Government angle was to tax large suv's out of existence, yet what they have done is crazy. It costs £400 per year to put road tax on a grand voyager. My wife walks the kids to school every morning and evening, so the car sits on the drive most of the time.
The best solution is to import a dodge ram srt 10. 8.2 litre v10 engine. The road tax is only £185 per year, as it is an import. Get is gas converted and you're well away!
Government help us my a$$! They'd make good card players, with their slide of the hand and all that.

Nuff said, that's my rant over!

I think its a disgrace, give back 2.5% through VAT which is going to cost comapnies thousands and thousands, I've just opened a tile and spent the last 3 weeks pricing each of the 2500 tileson display at the price including VT, its going to take around 2 weeks to change them, costing more money

how this is going to help is beyond me, then for fuel to go up which means my import costs, delivery costs, etc etc are all going to go up, I'll end up putting the prices up, not down!!!

Get those muppets out and get soemone in who's half sensible!!!!
