Do you think the government should cut fuel tax instead of making motorists foot the bill for the credit crisis?

A permanent 2p duty increase in fuel tax has been introduced in the pre-budget report, which despite being presented as revenue neutral, will mean that fuel prices will rise over the next year and beyond.

The move to increase fuel duty by 2p has been introduced to offset the rate cut in VAT from 17.5% to 15%. However, although the VAT holiday will last 13 months, the 2p duty rise is permanent.

When VAT returns to 17.5% motorists will still be paying the higher rate fuel tax of 52.35p per litre and the higher rate VAT, making tax 74% of the total cost of a litre of fuel, and instantly boosting the cost of fuel by 2p a litre.

If the Chancellor had instead announced scrapping duty and VAT, a litre of petrol would cost just 25p.

The changes are designed to be neutral, but calculations by PetrolPrices.com show that there will be a slight increase at the pumps of 0.4p a litre, or 20p per average 50 litre tank of unleaded when the changes come into effect on December 1st. The fact that fuel prices will increase at all is contrary to the message from the Chancellor that the changes will be revenue neutral.

Motorists and businesses will effectively be bearing the brunt of the costs involved with implementing changes to help the UK as it heads into a recession.

Fuel is taxed twice – a fixed duty and percentage VAT. The changes mean that the fuel duty will be 52.35p per litre and VAT will be 15% from the 1st December.

Do you think the Chancellor did the right thing? Is it fair to make motorists foot the bill for the cost of reducing VAT? Should we have VAT on fuel at all?

There's certainly no way we should be subsidising car users by reducing duties when there are much greater priorities for spending.

GET ON YOUR BIKES!!

I've had enough of the ridiculous prices now and am makiing the 25 mile round trip via pedle power 3 days a week. I take a supply of shirts on a Monday and (as Peak Oil pointed out earlier), this benefits my wallet, my health AND the environment. I don't suffer from road rage, I feel better when I get home AND I don't need to scrape my windscreen on mornings like this one. HOW MANY MORE GOOD REASONS DO YOU NEED!!

we will never get anywhere with these protests with comments like typical of this government. Did the last ,ie Tory Government cut fuel duties no of course they ddnt.
We need to learn that all polititcians are the same venal power hungry scum whether they are Blair or Thatcher or their acolytes and continually call them to account.
How do we do this? Well much as we deride them, our neighbours across the channel know how to let their politicians know when they have gone too far.
Fuel Tax in UK is ridiculously high and if all the people who posted here decided to join truckers on blocking the M25 or Central London for a day the Political underclass would listen but untl then.....

The government are a joke. Im glad i left the country. Australia do things so much better.

How short-sighted this is: Until public transport is affordable & practicable for all there will be a need for private transport and we aren't all earning high salaries.
Some Local Authorities haven't raised their mileage rates for employees who use their own cars in the course of their work for 15 years!
increased fuel costs will add to the cost of goods & services.
So besides being unfair it will add to inflation just at a time when the number of unemployed is sky-rocketing & pension funds have been hit.
One despairs at the Govt's lack of a holistic plan -- there are just a series of knee-jerk reactions

Remember the old wise words from years ago,
Labour is not working!
If they wanted to help everyone at this time, remove the VAT from the utilities bills, 2.5% off a washing machine is not going to help! When I can talk to the sale person and get 10%
Labour you will reap what you sow!

Never mind the fuel tax,get to grips with tax in general. If all the tax loopholes were closed to the "top earners" and they paid a fair share to the country we could all have cheap fuel, better NHS and better schools etc.

Posted by Nigel Jones, 25th November 2008 7:00am

I thought oil was at its lowest price per barrel for years so how come this time last year diesel was 92 pence per litre ? And now they want to increase the duty, unbelievable

I can't believe some of the comments on this forum.

Do none of you read the newspapers or watch TV news?

Are you completely oblivious to the fact that the world is facing the biggest economic meltdown ever?

Are you completely ignorant of the fact that climate change is threatening the future of the planet - due to the excessive consumption of fossil fuels?

Brown and Darling are doing a good job in extremely hostile circumstances. We need to give them support and tell that pair of juvenile idiots on the Tory front bench to grow up.

Ostriches all.

Whatever happened to the Transport 2000 Policy from the Labour administration? Yes it was left in the too hard to do tray and remains there!
This administration has failed to to create any viable long term transport policy and the only answer in nearly 12 years has been is to tax the motorist.

i agree it is about time we stood up for ourselves but you know what it aint gonna happen because we are a very weak nation great britain my arm what is great about us nothing we are weak weak weak and the government know it that is why they keep banging tax on us tax on fuel, food, earnings, council tax what next air tax why dont we stand up for ourselves and say NO we have had enough every pound we earn is taxed so much it is worth a fraction of what you think it is i like the idea of blocking the capital in silent protest or if not that anything that will get them to say hang on we have gone too far here whatever that may be.

Posted by Andrew Wayne Booth, 25th November 2008 7:01am

This is going to hit the pockets of the poor that he is supposedly trying to help. The rise in the price of fuel is going to cost them more than the amount they are saving with the reduction in the VAT. Goods will come down on the VAT and then rise due to the cost of fuel. So I suppose it will in a way be revenue neutral at least for us!!!!

Re: John Creer, post 66.

Where are you living? Fuel hasn't drooped by 30p / litre where I live, here in Peterborough. Let me know so I can travel there to fuel up. At your prices I can afford to.

Posted by Mark Hagan, 25th November 2008 7:01am

Last summer when oil was at $150 / barrel the government should have done something about the tax to ease the situation. The fact that they didn't caused inflationary pressures so the Bank of England had its hands tied with interest rates.

Don't get me wrong, this financial mess hasn't just been caused by the high price of fuel but it has been made worse by it.

Now oil is down at $50 / barrel and we are still waiting for pump prices to come down as well as gas and electricity. Funny they go up as soon as the oil price rises but when oil drops they take a few months to filter through.

This government has then taken advantage of falling oil prices to get a 2.5% price increase through the back door. When VAT goes back up at the end of next year this 2.5% will stay on and you'd better believe that in April and next October, if the price of oil remains stable, there'll be another increase in duty.

Robbing gits, at least D!ck Turpin had the decency to wear a mask.

Who voted this shower in in the first place? We kept being told what a great chancellor Gordon Brown was - now at last he has been found out. He has taxed us up to the hilt and left the ountry in massive debt. And what is the way out? To tax us all and once again HIT the motorist as they are such an easy target. Make sure these money grabbing "highway robbers" are shown the door in the next election. My God we should have learned now! Our children's future is so uncertain.

Posted by Debbie Wilson, 25th November 2008 7:02am

Taxation is acceptable if you get something for it adn unfortunately we dont! The best boost for business and the greenest policy would be to end the third world road system - especially in the Southeast. Imagine the saving in fuel, time and the greatly enhanced quality of life. Much too dangerous for politicians to consider!

It doesn't bother the politicians what price the petrol costs us! When of course WE are paying for the fuel put in their cars not them! If they really care about the people and the country, then they should be putting something back instead of take take take all the time!!

Posted by Jenny Clarkin, 25th November 2008 7:02am

Has anyone estimated how many thousands of litres of fuel are wasted by waiting at traffic lights that are hopeless phased. There are hundreds that change to green for only a few seconds in order that traffic, which does not exist, can cross the other way. If, miraculously, one or two vehicles do cross the other way, the lights we are stuck at change to green and only allow two or three to cross before changing back to red to give us another long and wasteful wait! This must be a huge cumulative cost to motorists, who, while money is pouring out of their pockets, are also emitting vast amounts of carbon pouring out of their exhaust pipes. Why isn't an urgent survey being carried out to deal with this blatant example of traffic mismanagement? The Chancellor must be rubbing his hands with glee while watching his mounting tax take going up in exhaust fumes!

Posted by John Warnford-davis, 25th November 2008 7:03am

Whilst i know this is about fuel, the increase in cigs and alcohol seem to be very well washed over. How many more closure of a community hub is this going to cause on top of the ones we already have lost and will never re-open

Posted by Paul Anderton, 25th November 2008 7:03am

Labour showing their true colours yet again. Just when fuel prices seemed to be coming down, they head back up again. Like with most mortgages we have not seen the low interest rates past on to the poor public that need it, as the banks hold on to the cash, there is little chance that any of use will see costs fall with the change in VAT. As most companies will delight in not having to pay so much VAT, you can bet that they will not lower costs to reflect this. So the fuel costs will remain the same, and go up by 2p.......Happy Days :-(((( Companies should be able to keep you in work with the VAT cuts giving them more money to keep going, but you still can not afford to travel to work, eat or pay the mortgage, there is truly something wrong with this picture.

Posted by Deborah Cox, 25th November 2008 7:03am

So so immoral to reduce VAT on a Mars bar and yet again increase duty on fuel. This latest attempt at "housekeeping" is frightening. The country apparently now owes 3 trillion pounds - over £30,000 each household (if I've understood correctly) - We're pensioners - but would rather see the old £10 each at Christmas scrapped, but no, we're getting that, plus £60 each.

Posted by Teresa New, 25th November 2008 7:03am

I am a Domestic Energy Assessor, I have already been "Duped" by the Govet to retrain to meet a demand for about 2500 energy assessors at a cost of over £3000. They allowed Training Providers to keep churning out energy assessors without any control on the numbers and now there are over 12,000 of us all competing for the same very few jobs.

I have to travel stupid distances to make a meagre amount of money so now this is again to be eroded by the increase of this fuel tax

Posted by Arthur Williams, 25th November 2008 7:03am

I don't know why we are all surprised. It's no more than I would expect from them. I could never trust Brown when he was chancellor and he is obviously pulling Darling's strings. I have worked in income tax all my life and never knew a more shifty Chancellor. Never up front. Always introducing stealth taxes by the back door.

Posted by Dennis Simmonds, 25th November 2008 7:03am

Gordon Brown has always used the word PRUDENT - it difficult to understand?

His War Chest has been blown apart so he has to start filling in again - thats us folks!!! 2.5% off VAT would not make me buy a new car or a TV.
Just a big 'con' all the way ..

Anyboby remember what we paid for fuel when Oil last cost $49 a barrel AND what the Tax elements were?

Posted by Roger Weightman, 25th November 2008 7:03am

Great!! NOT! What happens when the price of fuel rises? Everything else goes up food, supplies etc up as the oncosts take their toll on the motorist and cash strapped consumers. When is this government going to get booted out - not that any of the others are much better!

Posted by Maria Jones, 25th November 2008 7:04am

If Labour had a brain they would be dangerous....the country is in credit turmoil and what do they offer a cut in VAT to make us spend...Hello we need money in our pockets first before we can spend it!!! Once again Labour strike give a little in one hand and took back double if not more.

Posted by Kerry Rayner, 25th November 2008 7:04am

These useless idiots with Brown at the helm haven't got a clue & they have screwed up us & the country big time!!!!! He knows they have not got a chance of being voted in at next election so are getting us in a bigger mess now than we were in already so the next Gvt will have to make hard & unpopular decisions to try & sort out labour's muck-ups to put the Country right again (as Maggie had to when she got in after labour)!!! Brown you are a crafty, ugly, selfish, useless b**stad & only have your own interests at heart - not the Country & not us!!!! You have double-crossed us all!!
Don't think we are getting a good deal by his drop in VAT, it means only abt 25p back when spending £10 whooppeee!! Why does he not stress the fact that the Govt now take 75% of cost of what we pay for petrol in tax from us!!!!!

Posted by Pamela Woolley, 25th November 2008 7:04am

The TAX on petrol and VAT were not broken before the reccession so why change them!!!!! It will make no difference to the economy and will in time drive more money into the government. Finally were is the viable allternative to the common oil fueled car that all this money we are paying in tax should be going to so that we can all buy environmentally friendly cars to save the plant in the future, surely that would be the caring solution for everyone's environment and pocket

Posted by Brian Barber, 25th November 2008 7:05am

Buses or public transport?
Non existant in rural communities for when they need transportation for certain times!!
Employers can't always work to the bus timetables!!
This rise in petrol like all the others hits those who have no alterative but to use (and share with others where appropiate) private transportation.

Posted by Kath Perry, 25th November 2008 7:05am

As just about everything we buy is transported by road, pushing up the cost of fuel to the haulage industry is not going to help bring down all the hikes in prices that we have suffered in the past year. Merry Christmas one and all!!!!!!

Posted by Tony P, 25th November 2008 7:05am

As Fuel is taxed twice I think he should scrap fuel duty and gain the tax from fuel through VAT.

Posted by Giles, 25th November 2008 7:05am

We already cannot go out for a Sunday drive because of money and the cost of the petrol. We need our car like many others and when you hear the cost of petrol and diesel in other countries you realize just how much tax we pay on it. So please spare a thought for the people who are struggling and dont make it worse. This is the only means of transport for some people which means its NOT a luxury so stop treating it as one.

Posted by Ernie Randle, 25th November 2008 7:06am

Typical sollution, maybe everyone should just give up and stay at home. They don't like motorists, but don't invest in a proper public transport system... if you don't want people in cars stop putting up the prices on the trains, buses etc.

They think the recession is bad now. What would it be like if every motorist in the UK stayed at home and didn't go to work, or spend any money. Start closing up the loop holes where those in the know as fiddle their tax etc. and wasting money paying for unneccesary cival servants and expensive wallpaper for government offices.

You can't keep a house warm with the windows and doors open.

Posted by Ellie, 25th November 2008 7:06am

This move is nothing less than I expect from our government.

They take every opportunity whenever they are in power to penalise the motorist, after all even though I was only 7 years old last time labour were in power I still remember the fuel shortages in the 70's, caused by their policies, not to mention the fact that the rest of the economy had failed again while they were in power, the 3 day working week, the power cuts.
Labour its not a party, its a form of punishment

Posted by Stuart Richards, 25th November 2008 7:06am

As I run 7 taxi/private hire vehicles in and around Skegness I thougt that I would benifit with the cut in VAT, but as always we are stuffed always round. Not only do I get ne benifit from it, I will be penalised even further when it resumes at 17.5%. This has to stop, we are just simply getting ripped off all the time.

See you on the street with your begging bowl!!!!!!!!!!!!!!!

Posted by Darrell, 25th November 2008 7:06am

as i have just started out on my own business this year the credit crunch was bad enough but as a motorcycle training school who uses alot of petrol this hike in fuel duty will cripple my school so thanks for nothing mr darling..

Posted by Robert Jones, 25th November 2008 7:06am

This is absolutely disgraceful. We have a car industry that is on its knees, and the only answer we get from this bankrupt government is to increase the duty on fuel.

Posted by James Wilson, 25th November 2008 7:06am

The Budget statement yesterday, summates the cynical twists of Government who still behave as if they are in opposition.
Brown as Chancellor cut back expenditure on the Environment agency, so with nil river maintenance, we had the Floods.
Now with the poor qualityFSA allowing the Credit Crunch, the motorist gets further sly taxes .
I am disappointed that the old lie of aiming to cut global warming from car emmissions is not recycled to substanciate this further piece of theft.

Fuel costs at the pumps are higher than can be justified, based on crude prices, it is unaccepatble the tax payment we all make when we refill.
When will we get honest Government ???

Posted by Nick Wilson, 25th November 2008 7:06am

Same old 1974 Labour-Be back to three day weeks again soon.

We have never paid so much tax-Isn't it time they were taken out of Government- Don't forget these increases when they want your vote- just before the election they will make 'Tax cuts'.

Posted by Keith Payne, 25th November 2008 7:06am

Typical of this government - pick an easy target and hit it! It was ever thus but, unfortunately, I fear the alternatives are just as bad. Self-serving, self-important, pushing each other out of the way to get their snouts in the trough. Probably one of the worst Governments we have ever had to endure.

Posted by Melvyn(mel) Lee, 25th November 2008 7:06am

on your blog you point out that fuel prices are taxed twice. this is actually three times as people seem to forget that the ordinary motorist already pays tax on his/her income before they get it.

Posted by Ron Barber, 25th November 2008 7:06am

We all have to cut back on living costs to survive in this economic crisis, and putting 2p on the price of fuel BEFORE you get to work is NOT helping the fortunate people who can still KEEP a job .. . !

Posted by James Stammers, 25th November 2008 7:06am

Not impressed with the amount of tax on fuel in the first place, this only makes it worse - boo hiss.

Posted by Shaun Rogers, 25th November 2008 7:07am

It's just another stealth tax from Mr Brown. It's a disgrace and once again the motorist has to bail the Government out!!
What would they do if everyone stopped buying their over priced fuel? Where would they steal their money from then?

Posted by Pete, 25th November 2008 7:07am

This is actually a tax rise now for businesses since VAT can be reclaimed and Fuel Duty can't be. Therefore the take by government is higher.
However the money to kick start the economy must come from somewhere and I support the Government on this issue.

Posted by Christopher Bolton, 25th November 2008 7:07am

Sirs
As a small business owner supplying manufacturers with materials we will be hard hit with the increase of 2 1/2% in our fuel costs for distribution.
Who is to pay for that increase ? in the end our customers then the consumer.
So the chancellor is helping small companies like ours !! Like hell he is.

Posted by Mike Fielding, 25th November 2008 7:07am

They must be mad if they think that 2.5% is going to make any difference in the high street with shops discounting by 25 - 30% to try to generate sales. What they have done to petrol duty is stupid as this would have made quite a difference to motoring costs, i buy 3 x 50 litres per week which would have meant a saving of £3.45 but i now have an increase of £0.60 a difference of over £4.00 per week. The one good thing about the whole episode is that it means we are getting closer to the end of this incompetent discredited government.

Posted by David Warren, 25th November 2008 7:07am

What would happen if the motorist's whent on strike and did not use the cars for a week and all moved to public transport, no petrol purchases, no revenue for the Gov through petrol sales..

Posted by Thomas Inglis Potts, 25th November 2008 7:08am

This is nothing more than the classic labour misdirection which most will have come to recognise. by reducing the price of vat there is still no guarantee that ANY prices will fall as retailers are currently needing to recoup losses incurred as a result of the economic slowdown. This action will do nothing more than force the next government to severally increase taxes in order to pay off labour debts. As for the increase in petrol duty does this include the "postponed" 2p rise which was announced during their last budget, I would severally doubt it meaning that they still have an additional increase to come. Personally I believe that any claim that this is an environmental is completely negated by Gordon Brown who likes to charter jumbo jets to fly him around rather that slum it with his constituents proving the modern day labour party policy is look after ourselves and who cares about these peons we are supposed to represent.

In summary all I can say is roll on the next election.

Posted by Richard Ward, 25th November 2008 7:08am

The dual duty should be amended. VAT should not apply to the duty element of the price. It is time that a concerted effort was made to get government to accept this unfair anomaly.

Posted by Alan Challoner, 25th November 2008 7:08am

At the moment I can reclaim my 17.5% VAT on deisel. Come 1st December then all I can reclaim is 15%, so he is in effect cancelling out the reduction in VAT. He is not helping businesses at all other wise he would have left VAT on fuel alone. In fact our running costs will have gone up so I cannot see the 2.5% reduction being passed on to the consumer expecialy in the smaller shops.

Posted by Glynis, 25th November 2008 7:08am

The usual labour stealth tax. They have been at it since elected hitting the people who are easy targets. Cars are not a luxury for the working population especially in Scotland where the public transport is limited. SHAME ON THEM and their theivery

Posted by Peter Robertson, 25th November 2008 7:08am

The tax burden on this country should be more equally divided instead of being on the motorist and paye brigade. We have all read about supposed celebrities and football clubs who spend money like it is going out of fashion whilst owing millions to the taxman eventually declaring themselves bankrupt. Time also for the tax exiles to be made to pay, the cynical way Lewis Hamilton has fled the Country to protect his money is disgraceful, their Citizenship should be revoked and they should be denied entry to the country, after all they don't want to contribute financially so we don't want them here.

Posted by Geoffrey Porter, 25th November 2008 7:08am

Enough - the walk to work schemes, walking buses to school, ride your bike, stilts, roller blades, catch the bus or train to work culture is weraing thin. It is not practical for the people who live in the countryside using no street lighting, have no public transport and as i am a child minder, save five other families clogging the roads at school kick out time.
Do I get a reduction - no just a hick in taxation as i have a 8 seater bus.
Yippee ( roll on retirement abroad). These politians all live in London for the majority and not the real world. They have tubes, buses 247. We do not.
Where theres a till, theres a hand taking from it and boy do i feel it at the pump.

Posted by Reg Gray, 25th November 2008 7:09am

Labour always take more than they give. We are in this mess because of Brown and the Banks. But there is are three question. !) Why has diesel not come down as much as petrol 2) why is diesel more expensive than petrol when its cheaper to produce 3) Why does no one raise the diesel point as this has a direct effect on inflation?

Posted by Kevin Fairey, 25th November 2008 7:09am

As a relatively new pensioner my fear is for when this 'budget' hits in two or three years time, the ones we are all dependent on, hard working people and businesses not in the higher end of the protected public sector will be hit hard. The cynical attitude to fuel sums up the whole policy of this Government.
Cheers Gordon. sit in your state limo and look forward to your gold plated pension.

Posted by John Grant, 25th November 2008 7:09am

Would there have been a tax rise on fuel, if the prices hadnt come down over the past month ??

I dont think so

Labour just give with hand and take with the other.

Reduce the VAT and increase the tax on fuel !! WHATS THE POINT?

Posted by Rash Riaz, 25th November 2008 7:10am

What a shock, this isn't really going to help us is it Mr Darling??? Just another ploy to line the governments pockets while the motorists suffer. We ALL need fuel in one way or another why not help the credit crunch by dropping and freezing fuel prices?? Oh Right cos then we'd actually benefit from that..
Reducing vat on crisps and sweets will only make the country fatter etc etc I could go on

Posted by Nikki Carr, 25th November 2008 7:10am

Most of my money is spent on food, drink and diesel. The budget does not help me one little bit on any of those.

Posted by Keith Evans, 25th November 2008 7:10am

Since transport costs have an impact on the price of all goods and services, it seems nonsense to increase the tax and duty, at this time especially.

Posted by Doreen Patricia Kalideen, 25th November 2008 7:11am

Petrol prices have not come down aaas quickly or as far as oil prices so when oil prices go up again petrol/diesel will go up even higher than before.

Posted by Rob Weaver, 25th November 2008 7:11am

This government con is, overall, another tax increase with fuel being just one of them. I also have a canal narrowboat which usd to be reduced duty by allowing the use of 'red' diesel but this government scrapped that and so imposing yet another tax on a almost senior citizen like my myself. It is getting to the point when you can't pull in your brlt anymore, but what do this so called socialist government care. For pensioners the increase was an insult.

Posted by Eric Young, 25th November 2008 7:11am

How on earth can the government say that they are trying to help the average man or woman with tax cuts and then put tax up on fuel! Doesn't the average person rely on their car to get them to and from work, the doctors and yes, even the shops? This is a budget to make us start spending again after all.

This is exactly the sort of thinking that got this country into the financial predicament we are in.

People will be less willing to spend if they know that fuel is going to cost more, I for one will have to continue to budget just to be able to get to work and back.

The sooner this Government loose an election and get replaced with a party that can see a bigger picture (for that I mean further than their own pockets) the better.

I think its disgusting, the Government have taken the Great out of great britain in more ways than 1. My OH is a lorry driver and its at this chain that the hardest hit will get the pain from this.
Its no good they have done nothing for us, they dont really want to help us as a Nation, all drivers and homeowners etc need proper help.
He has not reduced alcohol either more and more Pubs are going down the pan, where is there help. This is such a knock on effect that i think unless they put on there human heads they not gonna be able to work out what is going on out in the real world.
For us meare mortals we are struggling and i for one wont be going to jusy to gain the £2.50 out of every £100 we spend, we will not see it on what we really nees and thats the fuel costs, thats the start of the chain and thats where we need it most.
Mr Darling look deeper, you really dont have a clue, do you!

The Government have given in it one hand and taken it away with the other. For all of those sitting thinking that we are better off with this so called budget, take a closer look. We will all pay in the long run.
Well done Mr. Brown, you are selling us all down the Swanny!!!

As a businessman who relies on his van to carry out his day to day work, I am able to claim all my vat back on fuel but now there is less vat for me to reclaim on the fuel but an increase in price so my running costs have gone up, what about haulage contractors, they will be hit massiveley and not be able to claim as much back.

Lets return to a cash only system and what we earn we keep ourselves instead of some idiots dishing out our hard earned cash willy nilly.

A sneaky steathy move, not unlike most of this governments actions, and when the VAT goes up again this tax will not come off!!
Also when the VAT goes up again, whithin the following two years it will be UP to 20% - mark my words!

Well done Government - AGAIN! Surely raising fuel taxes makes food and other items more expensive to deliver which will then increase shop prices?
